The conceptual model of adaptive management of the rights of access in the electronic information and educational environment of the University (EISO) is proposed. The problem is solved using the mathematical apparatus of Petri Networks. The model is developed and imitation modeling is performed in PIPE v4.3.0 package. The possibilities of automating the procedures for adjusting the user profile for minimization or neutralization of the threats of cyber security of EISO are shown. The proposed model, in contrast to the available, allowed to reduce the power of the space of states.
